Meet the Speakers

Dave Ross

Director of Actuarial & Underwriting Services

In his past life, Dave worked as an Underwriting Strategist at Blue Cross Blue Shield of Minnesota where he developed pricing methodologies designed to satisfy Blue Cross Blue Shield’s strategic and financial objectives. During his tenure, Dave acted as an internal liaison between actuarial, underwriting and sales and assisted with BCBS’s lobbying efforts to expand the High Deductible Health Plan (HDHP) marketplace.

Today, Dave spends much of his time traveling the country educating employers and legislative bodies on the many counterintuitive and nuanced components of effective health care cost management. A true educator, Dave uses an engaging presentation style to illustrate how many employers continue to be misled by the industry, resulting in double digit renewals, and forcing many to cut benefits and cost-shift to employees.

Dave is the Director of Actuarial and Underwriting Services at The Liberty Company, where he develops and maintains financial tools and methodologies enabling their clients to better manage their employer-sponsored health plans.

Tiffany Finnegan

Employee Benefits & Healthcare Consultant

Tiffany is a seasoned Employee Benefits and Healthcare Consultant with more than 20 years of experience advising organizations – from growing companies to Fortune 500s – on how to rethink and redesign their benefits approach. Known for challenging conventional thinking, Tiffany helps employers move beyond outdated, one-size-fits-all plans to create benefits that employees actually use and value.

Her work focuses on uncovering what’s not working in traditional healthcare models – and what forward-thinking organizations are doing differently to improve outcomes, control costs, and enhance the employee experience. In addition to her role as a Benefits Consultant at The Liberty Company, Tiffany is a Certified Healthcare Reform Specialist and Certified Wellness Program Coordinator, bringing both deep expertise and a practical, real-world perspective to every conversation.
