Strategic HR leader brings deep industry expertise and people-first approach to support Liberty’s continued growth
LOS ANGELES, CA. – July 15, 2025 — The Liberty Company Insurance Brokers (Liberty) is proud to announce the appointment of Amber Cowan, AIM, SHRM-CP, as Chief Human Resources Officer (CHRO). In this executive leadership role, Cowan will be responsible for advancing Liberty’s human resources strategy in alignment with the company’s long-term vision, growth goals, and cultural values.
With more than a decade of experience driving transformational HR initiatives, Cowan brings a proven track record of leading people strategy, organizational design, and leadership development across high-performing, growth-oriented companies. She joins Liberty after serving as CHRO for the West Region at USI Insurance Services.
At Liberty, Cowan will oversee all aspects of human capital management while serving as a strategic advisor to the executive team. She will also lead key enterprise initiatives in talent development, performance management, employee engagement, and organizational effectiveness, while simultaneously ensuring compliance and fostering Liberty’s culture of purpose, ownership, and autonomy.

Cowan’s previous experience spans some of the most respected names in the insurance and financial services industries. Prior to USI, she held HR leadership roles at SVB (a division of First Citizens Bank) and The Cincinnati Insurance Company, where she supported national workforces, spearheaded M&A integration, and led crisis response efforts during the COVID-19 pandemic.
Known for her forward-thinking leadership and data-driven mindset, Cowan holds a Bachelor of Science in Human Resources Management and is certified in both SHRM-CP and Agile Leadership methodologies.
Her appointment comes at a pivotal time for Liberty, as the company continues to grow its national footprint, invest in its people, and strengthen its position as one of the industry’s most culture-forward brokerages.
